Judicial Rehabilitation Assistance Program
Building Character. Creating Change.
The YMCA of East Tennessee’s Juvenile Rehabilitation Assistance Program (JRAP) gives youth a second chance to make positive changes in their lives. In partnership with the Juvenile Court System, JRAP provides structure, mentorship, and accountability for young people referred through the court system — helping them make better choices and build brighter futures.

About the Program
JRAP serves youth who have made mistakes but are ready to move forward. The program offers strategies and support services to help youth and their families move toward personal growth. We foster positive behavioral changes, improve overall life outcomes, and significantly reduce recidivism rates for minors involved in the justice system.
Program Highlights:
- Initial Assessment and Personalized Intervention Plans
- Support Services like job training with a focus on emotional regulation and building interpersonal skills
- Case managers who monitor outcomes and help serve as advocates in the legal system and with social service agencies

Why It Matters
JRAP is more than a program — it’s a lifeline. For many youth, this is their first experience being supported rather than punished. By focusing on empathy, leadership, and community connection, JRAP helps participants develop confidence and character that last a lifetime.
JRAP Program Outcomes:
- Improved behavior and school performance
- Positive relationships with mentors and peers
- Increased self-esteem and responsibility
- Lower rates of repeat offenses
